Phasewalk regens health, makes you invincible and invisible to enemies, has a short cooldown even shorter with blackout and hard to get, can shock and daze enemies with it, you hardly take any damage when you exit phasewalk, most times you phasewalk lasts long enough to start your shield recharge, and its great for running to places.
